陕西省西咸新区沣西新城核心区三期城市设计国际竞赛由西咸新区开发建设管理委员会主办，西咸新区自然资源和规划局及西咸新区住房和城乡建设局协办，沣西新城管理委员会承办。其目的是面向全球征集创意性高、实施性强、具有沣西本地特色的城市设计方案。

The International Urban Design Competition for Fengxi New City Core Area (Phase III), Shaanxi Province, hosted by Xixian New Area Construction Administrative Committee of Shaanxi Province, co-hosted by Natural Resources and Planning Bureau, Housing and Urban-Rural Development Bureau of Xixian New Area, and organized by Fengxi New City Administrative Committee, calls for highly innovative, feasible and site-specific urban design proposalswith Fengxi characteristics.

项目背景 Background

沣西新城是首个以创新城市发展方式为建设理念的国家级新区——西咸新区的五大组团之一，占地面积143平方公里，总体定位为西安国际化大都市综合服务副中心和战略性新兴产业基地。2021年，陕西省委省政府颁布《秦创原创新驱动平台建设三年行动计划》，沣西新城作为秦创原创新驱动平台总窗口的重要组成部分，将建设成为全省科技创新策源地和成果转化引领区。

沣西新城核心区三期是西咸新区重要战略预留区，也是西安都市圈未来发展的重要功能平台。随着秦创原创新驱动平台建设计划的提出，西安都市圈发展规划、中国西部科技创新港综合规划等上位规划的相继出台，沣西新城逐步加快建设进度，核心区三期周边配套设施日趋完善、发展条件趋于成熟，开发建设被提上日程。在新的发展背景与契机下，核心区三期的功能定位、空间格局、遗址保护、轨道交通、路网体系等方面亟待进行新一轮审视研究。

Fengxi New City, one of the five clusters of Xixian New Area, is the first National New Area themed on innovative urban development. Covering an area of 143 km², it is positioned as a comprehensive service sub-center and strategic emerging industrial base for Xi’an International Metropolis. In 2021, a Three-Year Action Plan for the Development of Innovation-driven Qin Chuang Yuan Platform of Shaanxiwas released by the CPC Shaanxi Provincial Committee and the Provincial Government, proposing to make Fengxi New City as a key component of the major window of the innovation-driven Qin Chuang Yuan Platform, thus establishing a source of sci-tech innovation and a leading area for sci-tech result transformation in the province.

Fengxi New City Core Area (Phase III) is a reserved area of strategic significance in Xixian New Area, and a key functional platform for future development of Xi’an metropolitan area. Facilitated by the initiative to create the innovation-driven Qin Chuang Yuan Platform, as well as other successively issued upper-level plans such as Xi’an Metropolitan Area Development Plan, Western China Science and Technology Innovation Harbour Comprehensive Plan, the development of Fengxi New City has been accelerated. With the gradually complete supporting facilities nearby and increasingly improved development conditions, the development of the Core Area (Phase III) has been put on the agenda. In the context of new development conditions and opportunities, the Core Area (Phase III) is in urgent need of another round of review and study on its functional positioning, spatial layout, historical site protection, rail transit and road network system etc.

竞赛内容Work Scope

城市设计国际竞赛主要内容：

设计范围：北至沣润西路，西至丰邑大道（不含东马坊遗址范围），南至沣西大道，东至沣河，总用地面积约为11.36平方公里。

重点设计区域：沣河沿线、中央公园、TOD及地铁车辆段。

设计要求：本次方案设计应兼具创意性和实施性，需体现沣西新城核心区特色。设计要求对整体空间进行系统性设计优化，打造匹配一流城市核心区的新空间形象；对片区城市产品及公共资源进行统筹谋划，提供可支撑城市能级跃迁的新品质内涵；对绿色生态、智能交通、智慧城市等领域进行深入研究，探索可面向未来城市发展的新营造模式。

设计内容：方案强调在已有设计成果的基础上，对核心区三期的用地方案进行设计与优化，成果内容包括但不限于：现状梳理、项目认知、目标定位、设计理念、功能结构、综合交通、生态绿化、公共空间、地下空间、城市风貌、城市天际线、重要节点、标志性建筑概念设计等。

Work scope of the Competition:

Design scope: With a total area of about 11.36 km², the site extends to Feng Run Xi Lu on the north, Feng Yi Da Dao on the west (excluding Dongmafang Ruins area), Feng Xi Da Dao on the south, and the Fenghe River on the east.

Key design scope:Fenghe Riverside, Greater Xi’an Central Park, TOD and metro depot.

Design requirements:the design should be both creative and practical, and highlight the characteristics of Fengxi New City Core Area (Phase III). It is required to conduct systematic design and optimization on the overall space to create new spatial image for a first-tier urban core area; to coordinate and plan urban products and public resources of the area, and provide new quality and connotation that can facilitate the energy level transition of the area; and to carry out in-depth research on green ecology, smart traffic, smart city, etc. to explore new development mode for future cities.

Design Contents: the proposal should be focused on design and optimization of the land use plan for Fengxi New City Core Area (Phase III) based on existing regulatory plans. The submissions include but are not limited to existing conditions review, project understanding, goals and positioning, design concept, functional structure, integrated traffic, green ecology, public space, underground space, urban landscape, city skyline, key nodes, and landmark building conceptual design, etc.

竞赛设计范围 Work scope of the Competition

竞赛方式Participation and Competition

（1）本国际竞赛面向国内外公开发布，采取公开报名形式，从公告发布之日起，接受境内外机构的报名。

（2）本次国际竞赛工作分两个阶段进行：公开征集及资格预审阶段、方案设计及评审阶段。

（3）由主办单位组建的资格预审委员会对报名机构进行资格预审，针对团队成员配置、项目经验、概念提案等方面进行综合审查，最终选出6家设计机构或联合体入围参与后续方案设计工作。

（4）6家入围设计机构或联合体在收到入围通知书后， 3天内将参赛确认函扫描件发至组织单位联系人确认参赛，并按照任务书要求提交方案设计成果。

（5）方案评审委员会根据项目理解、方案设计、实施可行性等方面进行评审，对入围的6家设计机构或联合体的方案设计成果进行综合评估，推荐前3名优胜奖及3名入围奖。

（6）入围设计机构按照专家意见修改完善设计成果，经主办单位确认后，竞赛组织服务单位向入围机构支付竞赛奖金。

(I)The announcement of the Competition is released global, and the registration is open to all design teams from home and abroad as of the date of announcement.

(II)The Competition involves two stages: open call and prequalification, concept design and evaluation.

(III)A Prequalification Committee will be established by the Host to comprehensively review the design team, project profile, and concept proposal, etc. of the applicants, and shortlist 6 design firms or consortia for subsequent concept design.

(IV)The 6 shortlisted design firms or consortia should send the scanned copy of Participation Confirmation Letter affixed with corporate seal to the contact person of the Consultant within 3 days upon receipt of the Finalist Notification Letter, and deliver submissions as per the Design Brief.

(V)The Evaluation Committee will comprehensively review the submissions of the 6 design firms or consortia from such aspects as project understanding, concept design and feasibility, and recommend winners of the first three places and 3 finalistaward winners.

(VI)Payment of the prizes will be effected by the Consultant after the shortlisted design teams complete the design refinement as per the expert comments and obtain the approval from the Host.

报名要求Registration requirements

（1）公开征集不设资质要求，国内外机构均可报名参加，不接受个人及个人组合的报名。

（2）申请参赛的机构须具有独立法人资格、合伙制企业或其他组织，机构负责人为同一人或者存在控股、管理关系的不同机构，不得同时报名参赛。

（3）中国境内机构必须具有经合法注册并在有效期内的营业执照，且需具有独立法人资格。

（4）境外（含港澳台地区）机构需提供以下有效证明材料：所在国（地区）政府主管部门核发的企业注册登记证明。

（5）本项目允许联合体参赛，联合体单位不超过3家，需以联合体协议书明确联合体的牵头机构和各自职责。组成联合体的各成员机构不得再以自己的名义单独参赛，不得同时加入本项目其它联合体参赛。

（6）主创设计师须主持过同类型项目，具有创新设计理念，且须直接参与本次国际竞赛设计全过程, 及参与主办方要求的重要节点会议（包括但不限于成果汇报、评审答疑等），主创设计师最多只可指定2位。

（7）如在国际竞赛过程中发现主创设计师与报名信息不符、报名信息虚假或不符合以上报名要求等情况，主办单位有权取消其入围和中标资格，并可根据相关规定追究其责任。

(I)No qualification threshold is required for the open call. Design firms from both at home and abroad may register for the Competition. Individuals and individual consortium are not allowed for registration.

(II)Design firms registering for the Competition must be an independent legal entity, or a partnership enterprise or organization in other forms. Different firms chaired by the same person or involving shareholding and management relationship are not allowed to register at the same time.

(III)Design firms inside Chinese Mainland must be legally registered legal entities with valid business licenses.

(IV)Design firms outside Chinese Mainland (incl. those from Hong Kong, Macao, and Taiwan regions) should provide the following verification materials: company registration certificate approved and issued by competent authority of the country (region) where the design firm is located.

(V)Consortia with a maximum of three members areallowed to participate in the Competition, and Consortium Agreement is required to specify the leading party and obligations of each member. Member of a consortium is not allowed to participate in the Competition separately by its own name, nor join other consortium at the same time.

(VI)The chief designer must have innovative design philosophy and experience in projects of the same typology as the competition project, and directly participate in the whole process of the Competition including key milestone meetings (including but not limited to design presentation and Q&A) required by the Host. Only two chief designers can be appointed at most.

(VII)During the Competition, under circumstances where the chief designer is found inconsistent with that specified in the registration materials, or false registration materials are provided, or the registration materials fail to meet registration requirements, etc., the Host will be entitled to disqualify the design firm from shortlisting or bid-winning, and may hold it for liabilities as per relevant provisions.

竞赛奖金Prizes

第一名：获得奖金含税人民币300万元；

第二名：获得奖金含税人民币200万元；

第三名：获得奖金含税人民币100万元；

入围奖（3名）：各获得奖金含税人民币75万元。

The First Place: RMB 3 million, tax included;

The Second Place: RMB 2 million, tax included;

The Third Place: RMB 1 million, tax included;

Finalist Award (three): RMB 0.75 million each, tax included.
